- 2 cups water

Instructions
- Melt butter in a saucepan over medium heat.
- Whisk in flour and cook, stirring constantly, until golden brown (about 4–5 minutes).
- Stir in beef and chicken bouillon powders until fully combined.
- Slowly whisk in water, stirring to prevent lumps.
- Cook until thickened to desired consistency.
- Add black pepper and stir. Serve warm.
